We are building a new web-based product for consumer use. We would like to create a knowledge base or self-service helpdesk in Confluence so that consumers can access.

The other part is of course the possibility to reach the confluence outside of your organization. It must be accessible from the Internet.

On your question about making Confluence content to outside world is very much possible. This is called Anonymous access in Confluence terminology.
