tldr: Is there a Panel element I can insert in Confluence Server? Or a macro that will convert to a custom panel element in Cloud?

We are preparing for our Server to Cloud migration. We are investigating removing the Legacy Panel macro and replacing it with a single coloured panel with the title in it, the body of the panel, and a horizontal rule.
Give that the pages will have to convert to Cloud, we would really like to select a Panel macro/type that will directly convert to a native Cloud macro/element.
In Cloud, for our purposes, this is a custom Panel element. Coloured background, text, and no icon.
However, in the table of conversions from Legacy to Cloud:

the Panel macro is shown as not being replaced with a Cloud native macro, like the Panel element. It will just be left intact, but the properties can't be edited.
It would reduce a lot of work post migration if we could wind up with a macro / element that can just convert to Cloud with no fuss.
That's a great question! 😊 I had also used panel macro in the legacy editor, I miss it in the smart designer. Then I was able to find a macro which works as close as the panel macro.
You can use /background macro, which you can edit to add colors, pics, contents etc.
