Hi Nishan,
Currently, if using the same user base (Confluence integrated with JIRA directory, and have the same sys admin account, one of the options would be to remove the Can Use permissions under Confluence Admin > Global Permissions. This way, the user will not have access to he other instance.
Another option, if using a different user base (or even the same, in peculiar cases), would be to make the user to have the system-administrator permissions in Confluence and in JIRA, remove the user from the group with those permissions.
Hope it helps you!
Regards,

Checkout the groups used in permissions for JIRA & Confluence. You shouldn't use the same group. https://confluence.atlassian.com/display/ConfCloud/Global+Permissions+Overview https://confluence.atlassian.com/display/JIRACLOUD/Managing+Global+Permissions

Ofcourse you can. JIRA & Confluence are two different products and you can define who are the admins on each of those.
