Cannot add users do confluence despite of having available licenses

We have a 1200 users plan on Jira/Confluence cloud. We have reached the limit for Jira users but still have about 65 licenses available on Confluence (showing on Billing status menu).

But any time I try to add a new user only on Cofluence (selecting only the confluence checkbox in "Invite user" screen), I still get the message that we've reached the  maximum users for a product.

What should I do?

I'm on a free plan (limit 10 users), and tried to replicate this error, but could not get it to trigger. (I maxed out my Jira with 10 users, and then was able to successfully add the 7th of 10 users to Confluence with no issue.)

Since you're a paying customer, I'd open a support ticket at https://support.atlassian.com/contact/#/, perhaps under the category of Billing, payments, and pricing
