We have created a survey in Confluence and shared to the staff who have already applied the Confluence access and then added her/him as eligible participant to input in our daily practice. But some of the staffs cannot be added after their confluence access ready.
Let me take Ida I T Wong below as an example. She already applied the confluence access in SNow.
But in the Confluence page, we cannot add her as an eligible participants so that she cannot view the survey and complete the survey.

Welcome. Are you using a confluence add-on for the survey feature?
First thing I would check is the permissions to the survey app and the Ida's confluence permissions. Likely, it's related to the survey app permission since it responded about eligibility. Check for something along the lines of restrictions to whom can respond to the survey. Other thing to check on what I've seen for survey's in general if its in draft mode of some sort. This would usually cause errors as no one would be eligible to respond to the survey.
