The best option here is to raise a ticket under https://support.atlassian.com describing this problem so they can check the logs and see what's going on, as Rodrigo's mentioned.

Just by seeing this error message it doesn't show us the reason for the failure.
I do recommend to check with the cloud support team or provide us the log part which this error appears so we can have a look.
