Change requirements on calendar events

Right now on one of our calendars it always requires that you put in a description of the event--like if you choose Medical/Dental it asks for a description (the 'What' field), which seems invasive. I'd rather have it NOT have that be required, but require a person be attached to it (we have lots of people that submit without putting their name on things then have to go back and edit it). Is this possible?
