I've migrated Atlassian to a new domain and new LDAP server, but with retaining the user's previous UID and credentials. But, when users log in (even though they have the same UID and email as before), they have lost access to their spaces and settings. Additionally, going to User Directories shows all users are "disconnected" from the last direftory sync, even though the new LDAP server has successfully synced and people can log in.
What's the disconnect? Is it the new LDAP base DN that is throwing Confluence (and Jira) for a loop? Is there a defined way to take, say, uid=jshmoe,ou=People,dc=olddomain,dc=com and "connect" them to uid=jshmoe,ou=People,dc=newdomain,dc=com so that they don't lose all their work, or access to previous tickets and issues? Is that connection based on the uid of the user, or the groups they're part of, or both? neither?

Looks like people are having the same UID in the old and new domain, but are users login using their UID? Or are they logging in using email address, and it's different from the old and new LDAP server?
You can have a lot of user directories connected into Confluence as long as users have the exact same username they wont lose their contents inside Confluence.
