In the Messages Header section we have this test message

Velocity was turned off for some reason in Documentation theme

Can you explain more about what is going wrong? I've just tried your code in my Confluence 4.3 site, and it works OK: The banner displays a yellow message as expected, including the text in your message.
The links in the "spacejump" macro and the "current documentation home" don't work, because the site does not have a "CROWD" space. Perhaps that answers the question?

No error message. I do not get a banner at all not even the yellow message. No other options are checked on the config page.

Hmm. The only thing I can think of is perhaps there's some CSS on your site which is turning off the banner section altogether. Do you have any custom CSS, either at the space level (see the "Stylesheet" option in the space admin) or at the site level? You need to be a site administrator to check.
