Confluence Admin not able to add macro to a restricted page

I have two issues that I believe are related.  We have several spaces with pages that we are not able to see via WebDAV but we can via the browser.  Some of those same pages, as an confluence-admin, I am not able to edit the page. I get the error:

Not Permitted

You are not permitted to perform this operation.

 

Thoughts on these two issues?

the page might be restricted? Set yourself in the list and will work....
