I have a layer view set up with an interactive toggle to hide and show one of the layers, however when the confluence page loads it opens with all layers visible. Is there a way to have a layer hidden upon load, but still be able to toggle the view?

I have a background set up with an interactive action button to toggle Layer A (as described in https://about.draw.io/interactive-diagrams-with-custom-links-and-actions/ .) When the confluence page loads I want everyone to be able to see only the background layer, then use the action button to toggle Layer A.
So far the only way that I can find to have only the background visible when the page loads is to turn off Layer A, which then disables the interactive button.
Is there a way I can link the interactive button to the "Select viewer page and layers" as described in the link you added?

I am not sure how your diagram exactly looks like so the steps I performed might be different from yours. My apologies if that is the case.
Could you take a look at the video I recorded for you? Is this what you are trying to get?
I am using draw.io 9.2.8 and Chrome Version 80.0.3987.116 (Official Build) (64-bit)

It appears that the "default" layers that will be visible when the diagram is viewed are the same as the layers that were visible when the diagram was published. For example, if a diagram has layers A, B, and C and you want the "default" view to show layers A and B but not C, while editing the diagram make sure only layers A and B are viewable (checkmark on the layers panel) and publish the diagram.

That is the case for the original diagram, but does not seem the case for embedded diagrams. I cannot make it work on my side: https://community.atlassian.com/t5/Confluence-questions/Embed-a-draw-io-diagram-and-show-different-layers/qaq-p/2380127.
