We are Migrating a lot of Confluence Spaces in DC over to Cloud. We need assistance with the foll0owing 3 issues.
Migration Tool:
1. We clean up the pages an ensure the owner are updated. Then when we attempt to migrate lets say we have 10 owners for 10 pages and it attempts to migrate 60 users we were not accounting? How can we do this to only move pages and owner.
2. If we migrate to the tool and in Space A, had Page 1 and 2. There is a link set up in the page content of Page 1 to Page 2. Will the link update when we migrate?
Space Export/Import
3. Same scenario:
If we export and import Space A, had Page 1 and 2. There is a link set up in the page content of Page 1 to Page 2. The link remains the old link from the DC. Is there a way to update this in the process or a toll to update this?

I can share some insights, just in case you haven't, and hopefully will help other community end-users as well!
1- with the migration tooling you have the option to migrate all users and groups or only users related to the spaces you are migrating, which means, it will add on the cloud all users that have created/edited a page in order to ensure the mapping is intact, but it will not grant those users access to the cloud site.
2-/3- Alan is right, if the links on the pages have been added using the macro, these should be automatically updated, but in the use case when these were not added using an OOTB macro, but with copy/paste which is the majority of the cases, these will not be automatically updated, and will be broken links post-migration, the good news is that Atlassian migration support team can help and bulk fix those broken links in the cloud, you can read more details about all the type of links on this article https://confluence.atlassian.com/confkb/after-a-successful-server-to-cloud-migration-url-links-are-broken-in-the-new-cloud-instance-1077781093.html?src=jira

From experience on migrating spaces from one instance to another we usually test the migration on a non prod instance. If the pages were created correctly an export of space A should take on the url of the instance it is going to. If the links on page 1 on space A reference page 2 of space A it should translate; the only time it won’t is if the link was hard coded to the original url.
only way to know is test.
I can’t answer about the migration from DC to Cloud. The process above was moving spaces from one instance to another.
