Confluence People Directory - not showing "Browse all"

Hi all!

Our Confluence site has recently stopped showing the "browse all" section when you go into People.

It shows a handful of users under "You've recently worked with," but no longer displays all the Confluence users in the system.

I don't see any admin settings that could have affected this. Does confluence stop allowing the directory feature once you get past a certain number of users? We have about 150 in there right now.
