Upon reviewing your account, it appears that you do not have Org/site admin permissions for any of the Atlassian Cloud sites.
I recommend contacting your Org admin to submit a support ticket at support.atlassian.com. This will enable Atlassian Support to investigate the issue further with your Org admin's consent and provide any additional information needed directly through the support ticket.

Since, you're not on FREE license, you may raise a request with support.atlassian.com directly; as support raised here might take 1-2days.
We don't see any ongoing issue with Atlassian environment (check https://status.atlassian.com/)
Can you confirm if the org admin can see product details in admin.atlassian.com and check if billing isn't lapsed?

Still down - our admin can't get in - he says he is seeing some "policy violation" message; BTW we are not on the free license
