Confluence @mentions email not formatted correctly

Confluence mentions were not sending out emails, so I disabled and re-enabled the Confluence Mentions Plugin.  Now the email works but the email formatting is messed up.

From: Confluence Recommendations
Sent: Tuesday, May 05, 2015 10:57 AM
To: Person's name (removed)
Subject: [Confluence] mention.mail.subject.page.word

Lurae Criswell mention.mail.templates.mentioned.you.page.word

Then the body of the email with missing images for View Page, Add Comment, Like

Have you considered restarting the application? I haven't seen that issue before but off the top of my head I think it looks like the .vm templates are missing, implying they haven't been reloaded after you reenabled the mentions system add-on.

Hey @Lurae Criswell, I was following this doc https://confluence.atlassian.com/conf58/configuring-workbox-notifications-771892764.html

and it does not mention anything about the 'Confluence Mentions ' plugin.  I have issue which I have posted here https://answers.atlassian.com/questions/35781493

Do you think we need to add that plugin to get emails?.
