In Confluence, when I select some text, a little popup containing "Quote in comment" and "Create JIRA issue" appears. This popup is annoying as it obsecures the text underneath it. I often use text selection to mark a location in the document.
How can I disable the popup (without disabling JavaScript)?
Disable "Page Highlight Actions" Plugin from System-Add-Ons.
Is this configurable on a per user basis? I looked under Settings (https://foo.jira.com/wiki/users/viewmysettings.action) and don't see any system add ons configuration.

No, it is not a per user setting. The option I referred to is in the admin section https://foo.jira.com/wiki/plugins/servlet/upm/manage/system#manageIt can be disabled by a confluence administrator and will disable the popup for everyone.

5 years later, has an option to disable this per-user appeared?
https://jira.atlassian.com/browse/CONFCLOUD-65113 seems to indicate that it's not there yet, but that issue was about "cloud", perhaps there's something in the normal confluence settings?
That popup is highly annoying when selecting pieces of text to anchor reading, re-type a phone number or any other reason.
