I have Jira & confluence cloud instance.
I have added a Jira Roadmap (NextGen project) on a confluence page to share with stakeholders (which don't have access to Jira).
When they go into the page, they see the roadmap is restricted.
Is it on purpose??

you are correct in assuming this is on purpose.
You can share a lot of data from jira in confluence, and vice versa. Of course, you need access to the enclosed data for it to be shown, otherwise this could be a huge security leak (e.g If you know a projectkey, you could make a macro listing all the issues in a project you do not have access to).
If you want to share the documentation with the stakeholders, they should get access to the Jira project, or you could provide them with an "offline" alternative. You can find the documentation about this here.
