Not sure if you have already realized this by now.

Looking at the error msg the field "PR Type" appears to be a select list custom field and that's not supported yet - https://jira.atlassian.com/browse/CONF-32906

So you will have to vote on the JIRA and wait endlessly until Atlassian implements it.

Atleast you don't have to upgrade for this reason.

BTW as a workaround remove the field as mandatory and instead put a validation in your workflow during transition.

Which version of Confluence are you using? I believe you could be hitting this known issue: https://jira.atlassian.com/browse/CONF-23424. The issue was fixed in Confluence 5.5.
