I have a piece of confidential information that I want to schedule to publish at a specific time. I need to have a shareable link to insert in another communication to this post before it is published. Is there a way to get a share link on a post that is scheduled to publish, or does it need to be live first before a link can be generated?

Short answer no, you can't share a link to a post that is scheduled to publish.
Draft URLs can be shared with others with whom you want to collaboratively edit. Meaning a page that hasn't been published doesn't have a URL that just lets people view it.
For your specific use case, you can draft your confidential content, restrict the content to yourself, copy the restricted page's URL, and insert the URL into the other communication. Your need to schedule publish and remove restrictions isn't something currently supported. You will have to do some manual things to make this happen - either remove the restrictions just before the scheduled publish OR let the scheduled publish happen and immediately remove the restrictions.
Could this be a feature request? It'd be great to have some sort of link to have before hand that I could include in other scheduled communications (email/slack etc). Thanks
