Confluence doesn't let me create a template using the new cloud editor. This is a must-have feature, when is the team implementing this:

Space Settings > Content Tools > Templates > User Created Templates > Create New Template
should give you the option to create a template using the new editing experience, instead of the old
This actually is available, it only depends on the phase your site is from a rollout perspective. The option to opt your site in is something many other customers have done for this reason and can be done by reaching out to our support team.

Still not seeing this functionality on our end. Only the legacy editor and other templates are available options.

@Adan Warren There is a legacy editor template that will give you a blank legacy editor page. If you do not have it you can contact Atlassian Support and they can enable it for you. Once you have that as a work around you could create a bunch of pages that work as templates. You would just copy the page and then fill it out. It's not perfect. You would not get the template variables or placeholder text options, but it gets you much of the functionality. Another option if you don't have the legacy editor template but you do still have some legacy editor pages you could copy one of those to create your "templates".
