I've got two questions about Confluence:
1. Is it possible to create a graph dashboard with the standard Confluence features?
2. Is it possible to import an excel spread sheet to be the source of the dashboard?

The default Confluence functionality doesn't provide the ability to create a dashboard based on the imported Excel spreadsheet.
There is the default Office Excel macro that allows to display an attached file on a page, and the Chart macro that allows to build charts. Unfortunately, you can't use these macros together because the Chart macro works only with plain manually created tables.
Actually, you can resolve your use case with the help of the combination of the default and paid tools. The Table Filter and Charts for Confluence app works with all kinds of tables, including tables generated by other macros and apps. With the help of the macros included in the app, you can build multiple charts and pivot tables based on one source table, for example, the Office Excel macro. You can find an example on our documentation site. The only thing is that in your case you'll use the Office Excel macro instead of the Jira Issues macro.
One more option is to import a CSV file with the help of the Table from CSV macro.
