We would like to standardize the PDF export process for a particular template created in Confluence. This particular template has lots of tables so the formatting of the PDF is usually wonky. I see there are ways to customize the PDF export, but I would to customize the PDF export to particular templates in Confluence.

Besides more powerful and easier customization options for your PDF templates (by introducing a graphical template designer), you can place an export button on your Confluence page template and preselect a specific PDF template. Every time a page gets created with the page template, the button will be displayed on the page, and users can click on it to create an export with a predefined layout. Welcome to Community! It's nice to have you.
You can customize PDF exports either per site, or per space. The template determines only how a created page will look, but the PDF export settings in the space or site will determine overall how the PDF export looks, not the template.
There is also a 3rd party add-on for PDF exports that might help you with this issue:
I'm not too familiar with this add-on myself, but I do know it gives you greater control over your PDF exports and so it could possibly help you in this situation.
