Customize attachment limit by file type

I would like to be able to set different attachment limits based on file types. Photos of even 3 mb can slow page load types yet necessary files are often much larger. Currently our attachment limit is set at 5 mb. This does nothing to stop users from uploading many large images to a blogpost but does stop them from uploading needed files for collaboration.

Is there a ticket for something like this or a plugin? All I can find is limiting what type of files can be uploaded which isn't what I am looking for.
