Hello,

Is it possible in Confluence Server to remove the right to the Admins to change the user passwords? With the user of Crowd if necessary, but without an external LDAP?

Well, there is no option in Confluence to remove the right(s) to the Admins to change the user passwords? All the confluence administrator can reset the password from Confluence User Management.
Similarly, the Crowd admin can reset the user from the crowd itself.
