Three questions. (1) Does Atlassian have a document control solution built into your product line? Or is it able to be purchased. (2) Do you know of integration of Atlassian with ANY other open source document control product? (3) Is there any documentation on how to interface with the APIs you mentioned? Thanks.
AppFusions' has developed, sustained, and supported packaged integrations between Confluence/JIRA and Alfresco, Dropbox, Box, Google Drive, and OneDrive (Office365) for years now (starting July 2010).
Email info@appfusions.com for evaluation licenses.
If you make the pages in Confluence the document itself, then yes , Confluence's permission schemes should be good enough.
Do you know of integration of Atlassian with ANY other open source document control product?
Not sure about this. You need to search more on this.
Is there any documentation on how to interface with the APIs you mentioned?
You can either develop an add on using the Atlassian SDK or use the REST API provided by Confluence
