Does confluence provide a log of a role-rights-management

Hello,

 

is there any way (via plug-in or in basic confluence) to log, which user had any role or rights on any site at any given time/periode? For Example its possible to know, who was able to read or edit a specific site 6 months ago or during december of 2019?

Out of the box no. There are marketplace apps that can give you the report but I don't think they can report on changes before their installation. 

Another complexity in this is that each space has their own permissions which are not recorded anywhere but the space.

I assumed that if there is an app it would only report after the installation, so it must be installed before confluence can be used by anyone.

Can you elaborate on the space issue?

Thats the core of my question. Each Space and each Site must log which user has / had which role and rights. And furthermore the app should only be editable by the highest type of admin (confluenceadmin), so that no spaceadmin can manipulate the reports or deactivate the app on there spaces.
