Is it possible to configure the time and date format at end-user level, or is it just a configuration at administrator level?

OK, but if I do so, I change the format for every users of my Confluence server; that is for my American colleagues as well as for my European colleagues.  Is it correct?

Hey Philippe, 

So you can change the date and time format, you gotta be the Confluence administrator so you could access the General Configuration page.
