I am trying to add two external users as guests. I am getting an error message that says " we are unable to invite deactivated accounts. please remove or reacticate deactivated accounts and try again"
However, this guest has never had access to ST instance of Confluence before.

You need to check both the user account under user management.
Login to https://admin.atlassian.com/, then click on products, next to Confluence, click on three dots, and click on Manage Users. Then you search both the user using their email ID or name and change the status to Active. If it is sync from AD, then ask the AD team to enable their access.
