"Confluence product and space admins are able to transfer ownership on behalf of their users. That way, if the current owner leaves the project, team, or company, you can transfer ownership to someone else and ensure the content remains fresh."

@Anand Kiran Sade Is the user you are transferring ownership have access to space.
FYI, In order to transfer page ownership to someone, they need to have edit access to the page in question, as well as access to the space it resides within.
