Full edit permission on Space, but cannot restrict newly created page

I have full edit permission for the Space, but when I create a new page and attempt to restrict it, I get a message that I do not have permission to perform that function.

You have the permissions to add and edit pages, but you are missing the permission to add/delete restrictions. More info on Confluence permissions.
