Missing a lot of data that was in our Confluence acct. When reactivated I cannot locate anything... Does a data restoration need to occur?

I would open a ticket with Support.
Unfortunately Atlassian does delete data if accounts go inactive:
The length of your app’s data retention period will depend on the plan and billing system. At the end of this data retention period, your app’s data will be permanently deleted and cannot be recovered.
