I need to customize messages for different user groups (for authorized users and for not authorized users). Please help me to find this function.
What do you mean by unauthorized users? Authorization within Confluence is defined by space permissions. f you do not have permissions to a space you will not be able to see it or any of its pages.
In our Confluence there is several spaces visible for unauthorized users (for company partners). And we need one welcoming message for company partners and another for authorized employees.

Out of the box there isn't a way to do this. However, there is the Visibility app in the marketplace that could do what you want. It has show-if and hide-if macros that will allow you to show or hide certain content based on things like user or group.
