Hi @Maria Osorio welcome to the community. It appears your Confluence pages have been switched over to the floating toolbar. It's newer functionality implemented by Atlassian. When you are on a line of text, I double clicked and the floating toolbar should display. You can then pin it back to the top of your page by clicking on the pin on the far right of that menu.
