How can I move the page layout?

Before I could see the option to move something up and down when I clicked the page layout button, now I can not see an option on how to move my layouts, I just can see how to delete it, make another cut and removing a section, find below an example of my problem.

There isn't an option for this on the top bar anymore? Just the pop-up when you click the page layout button?

I tested in my instance and it's still there when I click on the page layout button.
