Yes you can, using:

• Play SQL base,
• Bob Swift SQL Macro (paid add-on),
• PocketQuery

Make a query such as "sql" in the Marketplace to find them: https://marketplace.atlassian.com/search?q=sql

Each of them will display reports and integrate with charts, and either lets only system administrator change queries or make them accessible with an editor to any user, so anyone can make graphs.
