I've created an extranet page for our outside sponsors to upload their logos.
I need those logos to go to a different confluence page, or send to specific users inside our team.
How can I do that?
I'm using the cloud version.

Try using a page template in your extranet space that includes a predefined label.
Making use of the Create from Template macro, you can ask the vendors to create a page to submit their information and logos.
You can then surface these pages using a macro (e.g. Content by Label macro) in your team's page.
(I assume it doesn't matter that vendors can see information submitted by other vendors?)

We would need more information to better understand your use-case but, generally speaking, Confluence is not meant to be used as a file repository, so there's a chance that it won't be possible to achieve what you're looking for.

We are using confluence as a team, we do seminars across the world. When we put on a seminar, we sell vendor spots there are usually 50 spots available per event. I built a confluence page, with open permissions so our vendors can get information about the upcoming seminar, such as set up times, hotel info and also to upload their logos and send over ad specs.
When submitting their logo and ad specifications I need those logos to be listed on our teams page. So the graphic designers can get them and use them.
So basically it's submitting a jpg, or png file to a database, then querying the database and listing the results on a different page.
