I am tasked with creating a network run book and exploring possibilities. The procedures are currently in Word. I just found out that a PDF uploaded to Confluence is searchable by Confluence. Lovely.
But I am working with .mht and I would like to know if there is a way to render that file type as a Confluence page, without programming, and if so how to do it.

I don't think Confluence works with .mht files. However, you can try converting the .mht files to PDF and upload to Confluence.
