An employee has left our company and we've redistributed his duties to other people.
To be able to do this in Confluence, we'd ideally be able to see all the access rights the user has had over all spaces and pages and all teams he was a member of. Then we'd assign the same rights to the other users that inherited his duties.
Is there an admin page in Confluence similar to what I describe? If not, an API to generate a report like this (even using multiple invocations) would be useful - any advice on that?

You can add the new user to the same groups that the former employee was in, but if the former employee had more granular permissions, then you will need to add those separately.
API would be able to tell you the same as the UI; which groups the user was in, but the database would be more specific. I recommend having your site admin raise a ticket with Cloud Support, if they want to have us take a look at the database for them.
