We generate PDFs from Confluence to create our user guides, quick references, etc. However, these need to meet accessibility requirements. How can we accomplish accessibility tagging, image alternate text, and language requirements as PDFs currently being generated having tagging set to No and no language selected.

This is actually not possible to do within Confluence. Currently the only customizations that can be done during the PDF export process is to the layout and styles. In order to make the actual PDF conform to WCAG accessibility guidelines, you would need something like Adobe Acrobat to add that after the PDF is created.
