Your question is quite generic, but in terms of keeping Confluence clutter-free, you should ensure four things:

1. Ensure the responsibility of users for keeping content up-to-date,
2. Establish automated identification of outdated pages,
3. Keeping track of page reviews with reports, notifications, and analytics,
4. Establish approval workflows to ensure good content quality in the first place.
