How to Edit Space watchers

In the Screenshot in https://confluence.atlassian.com/doc/manage-watchers-218271870.html a textfiel ist shown, to add SPACE-watchers. This textfiel is not available in my Installation (5.9.9). I am Confluenceadmin and Spaceadmin with all permissions.

I CAN edit the list of watcher, like the above mentiones article explains, but i cant set space watchers. Do I have to set an option to do this?

(I have to be able to put all my teammembers on the notificationlist for the whole space, not just a page)

I'm afraid editing the list of space watchers is possible from version 5.10
