Only administrators can add people to the groups required to enable admin rights.  If you have lost your admins for some reason and can't get in, then see https://confluence.atlassian.com/display/DOC/Restoring+Passwords+To+Recover+Admin+User+Rights

I do have admin rights, I just don't know how to use the tool. Is there a user manual?

Yup. See https://confluence.atlassian.com/display/DOC/Getting+Started+with+Confluence Most importantly, look to the left of the page, there's several sections. I'd skim the getting started, and maybe the user guide, but for user maintenance, you'll need to go for the admin section
