How to create user directly in Confluence Internal Directory?

Hi, I have been successfully created users in JIRA and STASH within their internal directory to perform system administrator when Crowd crash. However, I tried to do the same thing in Confluence. I added user in Confluence user management. The new created user was added in "Crowd directory" defaultly. Moreover, the setting cannot be reconfigured.
