Hi! We have JIRA Server-based platform on our end and we want to make personal space of one of our users from one of the confluence projects available to the public. We tried looking up for help online but couldn't find anything helpful. Can anyone please help? We don't have any admin console for JIRA confluence on our end for the Server-based platform.

I understand that you have Confluence Server and are wanting to open up a space to anonymous users. First you have to enable the site to allow anonymous access. Steps to do this are in Setting Up Public Access. Once the site has this global permission set, you can then edit the permissions on the space that you want to make public as well. Both steps are necessary in order for unauthenticated users to be able to see such content on the site.
If you don't see these global permissions within Confluence, it is possible that your account might not be the system administrator. Global permissions overview has some more detailed explanations about the differences between different administrator level accounts, including some troubleshooting steps you can take in order to login as an administrator:
If you're unable to log in to Confluence as an administrator (for example, you've lost the administrator password) you can start Confluence in recovery mode to recover your admin user rights. See Restore Passwords To Recover Admin User Rights.
I would only suggest that recover admin steps if you cannot find any users in your team that have this particular permissions to set this.

We're currently using version 6.14.4 and I have full access to everything myself but I still can't see general configuration option in Confluence. Am I supposed to be added to some group in JIRA? We have configured everything through our AD and we are using LDAP sync. Please let me know what you think.

Also, can you please confirm if we enable this what else will be affected as we have different projects/ spaces in confluence with sensitive data and we only want one of the spaces to be public not everything.
As for my previous inquiry, I found a solution myself. The issue was basically that we're using LDAP sync so, even though I have full access to everything, I have to use Native account for this, only then it works as described. Please let me know what you think about my questions above. I'll be looking forward to hearing from you.

Glad to hear that you found an account that has this needed access.
As for making the site public, Setting Up Public Access is the first part that has to happen before an anonymous user can access a particular space in Confluence. But that is not the only step. That does not actually open up all the spaces in Confluence yet. You still need to follow Make a Space Public for each space that you want to grant anonymous access to.
This way anonymous users only access the spaces you give them access to. This does not open up all spaces in Confluence.

It seems to be configured there correctly for anonymous users but it's not letting anyone access other than admins and the owner itself.

As far as I know personal spaces do not differ form other spaces. Try setting the appropriate permissions and it should work.
