Here, on https://answers.atlassian.com/, you set up that root page is questions page. But after I install the latest Confluence Questions on my Confluence 5.7.1 I have the same default site homepage.
There is an option iIn Adminstration - Site homepage (http://server/admin/editspacesconfig.action#features) but there's only one value for it "dashbord".
So how to make /questions page to be site homepage?
See my answer over here for details: https://answers.atlassian.com/questions/11463688

Oh, no. It seems that after I disabled Spaces nobody can access the site anymore (users are presented page "Not Permitted").

Oh, sorry! I didn't explain fully - this option only works if you want to use ONLY Confluence Questions and not the core features of Confluence too.
