Unfortunately, I think there's no way to do this in plain Confluence. This is one of the reasons why we have built our app Lively Blogs for Confluence. It tackles this issue by allowing you to add an important label to your blog posts. This will make them stick to the top for a configurable time frame. You can see that for example in this screenshot (notice the "important" label below the first blog post):
As you can see, Lively Blogs also comes with features such as a blog overview on your dashboard and teaser images. If you want to know more about it, I'll happily answer any questions.
