I am working on multiple weekly campaign creation on Confluence Pages. Our Text/Translation teams are working on texts/translations in 14 languges. Pages become massive and hard to navigate through them. Looking for a smart solution.

There are different approaches that in your case facilitate the management of translations.
As suggested by Alessandro, there are different apps for Confluence on-premise and cloud in the Atlassian Marketplace that allow setting up and managing different language versions. This can be done by creating a separate page for each language, or by collecting all translations on a single page and using a language switcher to view only the desired language.
However, it is not mandatory to use a translation app. Perhaps a concept of how the translations can be collected and managed in a structured way will help in your case. For example, by creating a subpage for each language or inserting the translations in the Expand macros on the same page.
Another approach is to insert the translations into tabs of tab navigations. But here again, an app is needed, as native does not allow this. Again, you can find various apps for this in the Marketplace. Depending on whether you want to manually create the tab navigation, these should be generated dynamically from subpages or pages with certain labels.
I can only recommend you to play through the different options, with or without additional apps, and see which of them simplifies and speeds up the work in your team the best.

What about creating a child page for each translation, and display the text/page to be translated using the Excerpt or Include page macro?
You can then use the Child pages macro on the parent page to automatically list all the translations.
