I am attemping to intergrate a Confluence page from an Email generated externally

Out team has created a Business Requirements process in another application (Smartsheets) which, when the requirement form is approved can be emailed to the next step. Can a Colfluence page be setup to accept these inbound forms via email?

Yes, a Confluence page can be configured to accept inbound forms via email using plugins like "Email This Page" or by setting up a custom email address for the page.
