I am trying to invite more users (currently having just 3) on Confluence and Jira (not desk) but it doesn't allow me and it says I reached the limit of users.
I checked the limit of users and for the free plan it says 10 users.

I can see that you were able to add 2 new users and currently, your Confluence and Jira Software have 5 licensed users.
The error you were facing could be related to Service Desk, because when inviting an user, if the three products were selected and one of them already reached the limit, it shows the information you mentioned.
The screenshot below is from my test site and Service Desk already have 3 users:
With that said, it's necessary to uncheck Jira Service Desk when inviting the user, so they will only receive a license for the other products.

Have you also created Jira Service Desk under this organization?
JSD supports only 3 users in the free plan, which will affect the number of users you can invite.

Are you using a paid or free account for confluence?? If you are using free, then you have to buy a subscription for the number of users working on this tool and ensure you are admin to the tool to easily add users..

I am using the free plan and it says that I can invite up to 10 users within this plan.I invited just 3 users so far and it complains I can't invite more.
I am trying to perform all the steps using the admin account.Shouldn't this be free ?
