I'm trying to export a space and the "export" button is not appearing in Content Tools

I'm attempting to export a Space to HTML, and on certain spaces the Export tab is not showing up. We have a Wiki with multiple Spaces. Some of the Spaces have the Export tab visible, others do not. I'm the overall Site Admin so I'd presume I have access to Export any Space, regardless of who created it.  

I've combed through help articles and cannot find any that explain under what circumstances the Export tab appears in Content Tools. 

Any help is appreciated.

I had to add myself as an admin to space with the missing Export tab.
